Q: I ran up a debt while living in Arizona. I now live in California. Can the Arizona debt collector take my money in California?
A: Yes. The collection agency can obtain a judgment against you in Arizona (and possibly in California). If they get a judgment in Arizona, they can domesticate the judgment. That means they get a California court to issue a judgment in California and they then pursue you in California. They can garnish your wages, levy your accounts, and collect just as if they had a valid California judgment.
